Countering terrorism is but one need for a Nation to effectively manage those waters over which it has jurisdiction. Sadly, in today’s world this aspect of maritime security overshadows other requirements for measurers to counter illegal activities such as drug and people trafficking, piracy and smuggling and the need to control industrial activity such as fishing, oil extraction and sea bed mining.

However, the solution to nearly all aspects of controlling activities over coastal and oceanographic waters lies in just three capabilities; surveillance, communication and enforcement. Within these communications is perhaps the most important.

As Rohan Gunaranta points out, this communication needs to cross many disciplines and boundaries, each of which will present a unique challenge in the passing of timely, clear and unambiguous information amongst key agencies in order to effectively meet the increasing speed, complexity and international nature of events.
