The Command and Battlespace Management (CBM) Business Area (BA) provides specialist advice and support to military customers, both in the UK and overseas, in the fields of Command and Control (C2) concepts, equipment procurement and implementation. The CBM BA also has comprehensive experience in supporting the Directorates of Equipment Capability (DEC) and Integrated Project Teams (IPT) within the UK Defence Procurement Agency (DPA), whilst also providing successful solutions to customers in Europe, the U.S. and Australia.

CBM personnel expertise spans the complete lifecycle of military C2 programmes, from initial concepts and doctrine, through project definition, requirements capture and management, to selection of hardware and other service provisions. Examples of our work include:
- The UK Static and Deployable Air C2 System;
- Joint C2 Support Programme;
- The UK’s Beyond Line-of-Sight Tactical Data Link (TDL) Programme;
- Joint Data Network;
- The US Joint Battlespace Management C2 initiative;
- Global Information Grid, and
- Combat Identification.
Concepts and Doctrine
The CBM BA has extensive expertise in provision of support to the UK MoD in the preparation of a range of concepts documentation. Lockheed Martin UK - Integrated Systems & Solutions has produced a number of Concepts of Employment (CONEMP), essential to the early stages of the acquisition process, which are evolved into Concepts of Use (CONUSE) post-Main Gate. In addition, Concepts of Operations (CONOPS) are developed on behalf of a number of customers that describe how certain types of operation are to be conducted. The CBM BA’s personnel, many with extensive operational backgrounds, are proven developers of these products.
Support to IPTs and the DPA
We continue to offer support to numerous UK IPTs in the areas of:
- Requirements Capture and Assessment;
- Through Life Management, and
- TDL Integration.
Military Air Traffic Services
Alongside colleagues from Lockheed Martin UK - Integrated Systems & Solutions’ Transport sector, the CBM BA has provided support to EUROCONTROL with the Central European Air Traffic Services (CEATS) project, which aims to establish an Upper Air Control Centre (UAC) in Vienna. CBM BA personnel advised specifically on the necessary civil-military interactions, including the harmonisation of ATC and AD procedures and equipment for the CEATS states (Austria, Bosnia & Herzegovina, Croatia, the Czech Republic, Hungary, Italy, Slovakia and Slovenia).
Missile Defence Concepts
The CBM BA supports the UK MoD both directly and through the UK Missile Defence Centre in the development of experimental and potential future operational concepts for the defence of UK interests against Ballistic Missile threats. We also support and facilitate national and multi-lateral investigations and analyse C2 issues associated with both theatre and strategic missile defence.
Electronic Warfare
The
CBM Electronic Warfare (EW) Business Unit (BU) has an in-depth understanding of
EW with experience ranging from the operational use of EW equipments, through
the design and trialling of new equipments, to the training of both EW operators
and maintainers for Defence customers. The EW BU is well-qualified to provide
all aspects of EW training, training analysis and advice. Indeed, we now offer a
modular EW computer-based training (CBT) course which covers basic and advanced
EW theory, and operational practices. A sample of the 'Electronic Warfare

Underwater Warfare
Changing military and political circumstances have altered the face of Anti-Submarine Warfare (ASW) operations since the end of the Cold War. Our Underwater Acoustics (UA) experts are well-placed to provide ASW and associated specialist oceanographic advice to military customers. In addition to subject matter expertise, we have developed UA CBT packages at both the basic and advanced levels for UK and overseas customers. Lockheed Martin UK - Integrated Systems & Solutions remains alive to the need to integrate EW and UA procedures and equipments within the overall Network Enabled Capability (NEC) framework.
